Make the Forms in Bungeni Declarative #769

An implementor customizing Bungeni should be able to configure the forms for 
the individual types using just the descriptor ui.xml. Currently what is 
possible by changing UI.xml has some limitations as not all the functionality 
provided in the underlying descriptor.py is exposed to configuration.
