Tested with some fresh installs and found a few minor bugs.

Code now should be able to fully harden default Centos7 and Debian9 installs.

Hi, change from my PR to v1.0.17 to fix repo logic didn't make the transition from cis_1_2_1.pp to ensure_package_manager_repositories_are_configured.pp with rc refactoring.
