For Google Maps API for business users, only the 'client' parameter is 
required. But Geocoder requires none or both to be specified.

I was wrong, the 'client' parameter is ONLY for download Google Map API script 
in the client side. Indeed for Geo coding API, both are required. Please close 
this issue. Sorry for the confusion.
