增加用于在spring环境下读取toolbox.xml的配置

没有任何需要配置的吗? web.xml? 看似 toolbox view 并没有启用

在模拟环境不用配置 在实际与spring配合的时候需要使用这个view来实例化toolboxManager，用于读取xml文件
