add Graaf library to new Graph section #1402

This PR does the following:

create a new section Graph for graph libraries
add entry for the Graaf library

I noticed there was one other graph library listed under the Math section, but a separate Graph section felt more appropriate. What do you think? I verified that these are the only two graph libraries in the readme.
