Similar to the NFL's 90 man roster, the League could have relaxed roster limits during preseason with a "cut down" day leading into the first week of the regular season.

Proposal: Allow unlimited draft picks on your practice squad up to week of NFL season. Essentially, practice squad limit is unlimited until Tuesday before week 1 (or whenever blind bidding cuts off and ESPN pickup pics up)
