[Practice Squad] Penalty for not cutting down to maximum size

Since owners must manually cut their practice squad down to 4 players after the draft and since some of those players may be valuable when offseason blind bidding opens, there needs to be a forcing function or penalty to make teams cut down. Extra warnings/notifications would be helpful, but in the event that no action is taken, any of the following could occur:

1. Automatically cut the player(s) on the team the longest.
2. Monetary penalty.
3. Loss of future draft pick(s). Open for more ideas
