Proposing for simplicity that we automatically declare $0 contracts for the max number of years: 4 for rookies, 3 for everyone else.
Since the system doesn't technically know who is a rookie, we would a look at entry date into the system and rely on owners to identify when a player is signed to 4 years when they are in fact not a rookie (e.g. they were in the NFL, but not relevant enough to make it into our database until the current year).
