Add CI Builds via GitHub Actions #434

This adds continuous integration builds via GitHub actions for validating commits and PRs.

It runs builds for UWP and Desktop, yet x64 only (to reduce time).

This might need to be merged and enabled in settings first,, but I've tested it in my fork already: https://github.com/softworkz/FFmpegInteropX/actions/runs/10625346825/job/29455150608?pr=2
