bird4: initial commit #31

this is mainly the bird6 modules slightly adapted to bird4. tested, but production usage has to show if everything works

Please add the new configoptions to the readme.md under the gateway.pp section. :)

icvpn part is not tested yet by me, but I will do it soon

I fear that the new icvpn class is considered quite ugly. my puppet experience is not that extensive, so I hope for better ideas

For my understanding the bird4 configuration is okay. Before merging we should apply your bird4 changes to bird6. And also remove the hard dependency to bird at all, see above code comments.

Okay, still had no time to make multi machine test run, since my time is very limited currently and both of you are ensuring some quality arguments. I will wash my hands in innocence and merge the request ;)
