Add vpn public-key support for fastd #69

This implements the missing key for fastd-servers on domain level, like supported by gluon.

Tested on one of our supernodes.

Maybe you should rename this setting to something like FastdPublicKey. A possible wireguard public key would be different from the fastd key. Therefore VPNPublicKey is not very future-proof.

A good idea; found this to become a problem a few hours ago in hackint#freifunkh as supernode seven does indeed overwrite the fastdkey with the wireguard one. Fix will follow tomorrow morning. Thank you.
