Update Dockerfile (pin to debian:11)

with stabel it was no longer possible for me to build the image because some packages were no longer available in stable

Looks good. Anyway, if you want to build OpenWrt in docker, then can use this one: https://github.com/mwarning/docker-openwrt-build-env

thanks for the hint. But i only want to recreated the build Process of FF Ulm. To help out ffmuc to maybe migrate some of the notes to our Infrastructur with Gluon/Openwrt
