Unfortunately, this luma deblocker still has issues. I think it's mainly because the way tc is stored is different in HEVC than VVC causing this issue. As the GSoC coding period ends, I am including this in my final eval submisison even though it is very much incomplete. I will continue working on this even when GSoC ends and school starts.
