Address edge case when one-hit pmfs are coarsened and yield all 0's. Because gaps in the support are explicitly modeled, somethings they can line up with action_delta and cause the coarsened PMF to be all 0. When that happens is detected, and gaps in the support are ignored when it does.
Add notebook with performance/error analysis. Wow we can have quite a bit larger step size and get performance increases of 2-5x.
