New "Good Omen" Condition #77

6.4 has added a new "Good Omen" condition that should be accounted for in the sim. It's used in all the new "Uncharted Course" materials. Haven't ran enough tests to get the actual probability. image

I added it and released a new update with it inside of the lib 😄

I fixed the rate to 10% for now, which is a bit less than the other expert conditions.
