Secant method to refine roots #54

By default, use a lower tolerance for GRPF and refine eigenangles using a secant method. Ultimately, the accuracy of the eigenangle improves by at least a couple orders of magnitude, but there is a ~30% increase in run time.

Consider reinstating susceptibilityspline for GRPF only
