Add syslog debug level flags #96

It seems that as of the 17.11 update slurmctld and slurmdbd won't log anything unless syslog specific log level parameters are set in the config files. slurmd's on the nodes do seem to happily log without the corresponding setting, but lets add it anyway.

Hi, is this way better than #94? Edit: perhaps these are not mutually exclusive. Just that adding this setting to slurms before 17.11 stops slurm from starting.

Hmm, I guess #94 works just as well (I wasn't aware of it). Take whichever you prefer.
