Putting in review while confirming that the test cluster's test node is still working.

Manual testing done yesterday - while fetching a file from a remote SE the ARC file caching worked (it only fetched the file once from the SE when multiple jobs wanted the same input file). grid nagios tests also work nicely towards io.
