The PAGER.BAT file contains parameters for launching the scripts that could be moved into a unified configuration files. .BAT files cannot be configured as a Windows Service. Execute the process by launching the Python script directly.

Complete. Still need to rework FileSystemWatcher capability as noted in #5.
