Bad structure validation on load #393

When we load Q:\scratch\bchagnon\config-ontario.en-CA-V01.json the first validation for structure legend is bad. If we click validate, it is valid.

another file is config-egs_flood_product_active_structured_badId-en-CA.json that has a bad legend structure on load in the map tab. Once you press validate json, it is valid.

Message is SyntaxError: Unexpected token o in JSON at position 1
