Add viewer file to project #542

Because the viewer use for the preview is on EDC, we can't work on the authoring tool from outside the network. To bypass this, do the same thing as contributed-plugin. Add viewer file to project. When everything is on the cloud, we may revisit and change the links.

We will use the version on the Cloud. Resolve by #557
