Chart plugin upload loose info

When we upload a configuration file with the chart enable, it looses all layers and data info.

Found how the problem occurs and how to replicate.

• Open the Authoring tool (first loaded config is all sample with chart inside) = ok.
• Load one config with chart = not ok.
• Switch to a new config with no chart (canada-world) then reopen the previous config = ok

When there is already a chart configure in a configuration file, when we open a new one whit chart on it thing are not initialize properly.

This happen because the structure of layers object was wrong in the form. All parameters where not encloses in the id field set so when the model was read, it was like empty values.
