Philly not switching from basic to advanced searching. #23

@mjumbewu, looks like Philly now uses a postback to switch from simple to advanced search mode. I tried to match up the headers in a new _switch_to_advanced_search method in scraper.py but I'm out of time for now.

It looks like we are going to get some help from the Northwestern Knight NewsLab on Councilmatic and I'd like to get them started on the scraper until your refactor is done. To that end, I'd like to get all tests passing again.
