Win 7 support #5

Hi, any chance of this becoming a vagrant-plugin with Win 7 support so that gulp - running on the vagrant VM - could send it's notifications to a Win7 host?

My original intent was to make use of it from vagrant-notify, but as per https://github.com/fgrehm/vagrant-notify/issues/24 I've stepped down as a maintainer of that project since I haven't been using it that much recently.

As per Win7 support, I don't use this on windows so I'm going to rely on the community to provide a patch for it. Sorry about that :disappointed:
