Say hi to 0.4.0 #47

This PR adds the missing check for whether NFS is enabled when using apt-cacher and bumps the version to 0.4.0. I'd love at least one :thumbsup: before pushing this to RubyGems :P

For the record, I've rebased the branch after the recent PR merges and updated the README and CHANGELOG accordingly, I'll push the gem to rubygems in a few :)
