"this" is a game engine first. Mostly optimized for first-person shooters, like Quake, Half-Life and so on.

You feel free to implement a GTA-like game on it, but you're on your own.

Yeah, can't really help you here. If someone would like to remake GTA3 from scratch using Xash, I won't stop them, but I won't do it myself.
