I have taken a look at several other systems, including 5e and WFRP 4e, and they appear to have dedicated lists for "permanent" / "passive" effects. Considering this was my main and basically only point of contention on how we move forward, the issue is resolved as I've come around on my opinion.
Active Effects are a powerful tool that can be used for many things in Foundry. We should write down a proper definition, along with examples, that we can consult in the future anytime we have doubts about whether something should be an AE or something else.
