ci: use Github Actions #61

This tries to move from Travis to Github Actions. It uses the same build steps and everything, but probably needs a bit of playing around until it actually works.

This seems to work.. I ran it on my fork and the Linux version compiled correctly (as far as I can tell): https://github.com/alexfikl/ktikz/actions/runs/8215813109/job/22469798187

I tried compiling it on macOS too, but that didn't seem to just work™, so I removed it for now. It probably needs more work, but it's a start!
