tileSeq became many things....... really this went to deSeq and then to evSeq.

But this is pretty much now the final version.

Final to-dos:

Update example RefSeqs to new format
Make some installation confirmation files and update those docs
Make some more unit tests
Finish additional examples page (from @kadinaj 's Demo Notebook) and add to doc/index.md contents
Check paths in docs
PyPI upload
