Install makeblastdb #35

Installation shoudl be automated in bin/bootstrap.sh. The binaries are here: ftp://ftp.ncbi.nlm.nih.gov/blast/executables/blast+/LATEST/ncbi-blast-2.2.31+-x64-linux.tar.gz
