deenurp filter-outliers dev #36

I am not exactly sure on specifications but when used in combo with Scons we need to have an ability to save taxonomic state. This is important when sequences are added to a refset we do not want to have to completely rerun filter-outliers on every sequence that has already been analyzed. Assigning myself.
