Put basic file structure for all chapters #14

Purpose/implementation Section

What changes are being implemented in this Pull Request?

This is still generally flexible. But I wanted to have an overall outline in file form.

What was your approach?

I have rearranged so that microarray-data and sequencing data are their own pre-quel chapters. I think it makes sense to cover the technology more generally and then with each data type get into the specifics of how that differs.

Each chapter also has the learning objectives and some background slides, and the general headers. Some of these items may change but it's something to start with.
