Purpose/implementation Section

What changes are being implemented in this Pull Request?

These two chapters are meant to cover the commonalities of microarray and sequencing methods respectively.

This way we can point back to these chapters as we get into more specifics of each data type. These are meant to be very general and give readers the basic ideas of these methods before we dive into the specifics of their own data.
