Purpose/implementation Section

What changes are being implemented in this Pull Request?

Two ideas I got from a conversation with @cutsort

1) Adding a "general considerations for choosing a genomics tool" chapter with general advice 2) Adding banners to the top of each incomplete or drafty chapters to solicite contributions.

This also means I reorganized the chapters a bit and added a divider between the beginning chapters and the second half which is more data type specific.
