What changes are being implemented in this Pull Request?

I'm setting up a basic outline with blank documents here that will end up having the content that is linked or otherwise described in the README.

Also making sure that this looks Hutch branded with the style set.

The URL check failing is expected because I'm referencing URLs that don't yet exist because I haven't merged this to main yet.

I'm going to do a bad thing and then we can polish this up later. I'm going to merge to main without reviewing this. It's too gnarly of a dump to review all at once. So we are going to YOLO to main and then polish in separate PRs.
