Provide example data to be preloaded into systems

For systems that do not have existing data, provide a set of data to be preloaded that contains all necessary fields. Unlike Crucible, we cannot require the ability to write data before attempting to read it.

Note: this should leverage the same resources that we use for our self-testing.

We never got a clear understanding from labs about how this should work. The most simple thing would be to provide JSON FHIR resources.
