Bug: Issue creation of workflow extension_hub.yml doesn't refer to all repo admins #929

1 Describe the bug In the comment of a generated info issue for a new pending MLPro extension all administrators shall be addressed. Currently, just a sub-set of administrators is referred. Concrete case: #928.

2 To Reproduce ...

3 Expected behavior All administrators of a repo should be addressed in the comment of the generated issue.
