download: Smartys works not in "Upload Disclaimer" #18

As default, you have some Smartys in the Upload Disclaimer, but this Smartys 
works not for the moment.

For example: <h1>Terms of Service for {X_SITENAME}:</h1>

yes, I know the issue. used <{$icms_sitename}> before, but doesn't work, too. 
So I switched to this one. IT's all capitalized and fast to find. Is there 
another solution, which would work?

I close  this. The changes would be senseless and too much just for smarty in 
disclaimer. The disclaimers are just an example and should be rewritten by the 
webmaster..
