download: Edit a review > works not #19

I added a review for a download. In the module ACP, I can find the review. But 
if I like to edit it, I get a blank page without a relevant error.

For example:
modules/downloads/admin/review.php?op=mod&review_id=1

Reviews started at last. Will add the function asap, there need to be some more 
inside the class and the handler, too
