This is more a feature than a bug, since for the global eval there's one sheet per evaluator, so each should edit only his evaluation sheet
It wouldn't be difficult to limit access only to the instructor who did setup the sheet, but then we should converge on where / how we merge the two results.
All changes (recorded every time you hit save) are in the log.
