Fixes #6

Changes:

Use matrix to define os and version of mono and / or dotnetcore to use in builds.
Use Ubuntu Xenial as Linux system to build.
Change TargetFrameworkVersion to v4.5 for avoid build problems with Mono 4.8.0.
Add msbuild package to dependencies installation step on Dockerfile.
