Helpers for FTW #89

Any tooling to support actually working with the FTW data. Need guidance on this, but like to just get the train / test / validation splits, and also to easily get the accompanying satellite imagery. Could be working with Caleb, helping on some of the stuff he’s trying to do.

Idea from Chris: spatial subsetting and make test/train sets of data could be an operation.
