Use public data from Belgium and:

[x] Add it to the data survey (optional)
[x] Make the template for the CLI (and contribute it back)
[x] Run the conversion and validate
[ ] Upload to Source Cooperative
[ ] Get STAC, STAC Browser and PMTiles
[ ] Make nice readme for source cooperative.

This should be based on the eurocrops dataset - information at https://github.com/maja601/EuroCrops/wiki/Belgium and download at https://zenodo.org/records/8229128/files/BE_VLG_2021.zip?download=1

In the converter use ec_be for the name, as @m-mohr pointed out it'd be good to group the EC.

Also I do think we eventually want a converter for the actual source data from Belgium government, but we can make a new ticket for that.

I just realized that the converter for the source data is already available, we just don't have the eurocrops converter for the same dataset available yet. So this just needs a tiny addition for the EC fields.

I've added a simpler way to implement the EuroCrops converters, see https://github.com/fiboa/cli/pull/85 This means that the converter is actually implemented for Belgium now.
