Blocking/Anti-harassment module #28

As mentioned in #27 and #5, it would be good to have a system in place for users to block people who might be intentionally harassing them and to notify the admins of unwanted behavior. I'm thinking we can probably add a link on the author page that a user can click to block that user, and I suspect we'll need to add a section or a separate page to user profiles where they can adjust any settings or revoke any blocks they've made as necessary.

I think toggling the button to "unblock" should be fine. If a user gets to have so many blocked users that they require mass management, we (the admin team) have other problems we should be looking at.
