That isn't convenient and may be useful in rare cases.
It is convenient. And does not replace any existing functionality. When creating big blockouts, especially from a reference layout, it would be more convenient to render a set of brushes at once, instead of having to press RMB + navigate the context menu/press enter for each and every one of them. This becomes especially apparent when working on anything that requires a lot of individual brushes, like a city/district layout. It is also applicable to other mapping scenarios. Regular hammer drag handles for already existing brushes are also less responsive and robust compared to simply drawing a shape with your mouse.
You draw one brush' dimensions in the 2d view, hold Ctrl and draw another one, after that you can press RMB - create brush - and both of them will be created as usual .
