refill trigger turned off with updated issue comment #44

I wanted to share an example I saw today.

An application was in the refill status. I was preparing to sign an allocation request.

I asked the client to update an SP information. That triggered a change request. https://github.com/fidlabs/Enterprise-Data-Pathway/issues/18#issuecomment-2108666527

i was able to approve the request in allocator.tech. However, now the application status and labels show as "Granted" not "Refill"

And 5 mins later, the refill label was then added by the bot. Case Closed.
