Add support to send fdo.download:done and fdo.command:exitcode message from device to owner

fdo.download:done message indicates that the download is complete and returns the length of the target file. Value of -1 indicates the sha-384 check failed, or other file write error.
fdo.command:exitcode indicates command is complete, returns value of 0.
