Companies borrowing money - strange behviour #10

There is some odd behaviour for companies borrowing money - there appears to be issues with the logic.

Currently there are only three possible values - 0, Default debt and Maximum debt (many times the default debt).

Not sure why this is.

Will investigate further.

This seems to have changed a bit in the new build with the randomised starting parameters.
