Calculate thresholds based on `targetPopulation` instead of `weeklyLevels` #21

targetPopulation versions might be available in all stock count docs or only in new ones (depending on decisions taken based on discussions on https://github.com/fielded/nav-etl/issues/145 and https://github.com/fielded/nav-integrated-national-dashboard/issues/352).

If they're not available in all stock count docs, can we assume a default version of 1?
