DISCUSSION POINTS:

There is some data which “appears” to indicate a +/- range on the elevations?

DECISION(S):

Lock the qualifier fields as per the standard lookup for uncertainty qualifiers and add the value “+/-” for when the uncertainty has bounds in metres. Also add a new fields called ...PlusMinus to hold a value in metres.
